Rep. Fred Upton, the incoming chairman of the House Energy and Commerce Committee, wants to block the Environmental Protection Agency from issuing new emissions standards for oil refineries and coal-fired power plants.

The Michigan Republican called the new emissions standards “an unconstitutional power grab that will kill millions of jobs – unless Congress steps in” – in an op-ed in Tuesday’s Wall Street Journal.

His call-to-arms comes less than a week after the agency released its timeline for issuing new emissions standards on petroleum refineries and coal- and oil-fired power plants – two of the biggest sources of greenhouse gas pollution, the agency said.

“The best solution is for Congress to overturn the EPA’s proposed greenhouse gas regulations outright,” Mr. Upton wrote with Tim Phillips, president of Americans for Prosperity, a Washington-based nonprofit that champions free markets and limited government intervention in the economy.
